The comprehensive and multi-pronged
social security programme is administered
by an apex corporate body called
the Employees’ State Insurance
Corporation. It comprises members,
representing vital interest group
that include, employees, employers,
the central and state governments;
beside representatives of Parliament
and medical profession. The Corporation
is headed by the Union Minister
of Labour as its chairman, whereas,
the Director General appointed
by the Central Government function
as its chief executive officer.
The broad bases corporate body
is, primarily responsible for
coordinated policy planning and
decision making for growth, development
and efficacy of the Scheme. A
Standing Committee, constituted
from among the members of the
Corporation, acts as an executive
body. The Medical Benefit council,
constituted by the Central Government,
is yet another statuary body that
advises the Corporation on matters
related to effective delivery
of medical services to the beneficiary
population.
The Corporation, with its central
headquarters at New Delhi, operates
through a network of Regional,
Sub-Regional and Branch offices
located in various States. The
administration of medical benefit
is taken care of respective States
Government except in case of Delhi
and Noida / Greater Noida area
in Uttar Pradesh where, the Corporation
administers medical facility directly.
The Corporation has taken over
administration of 21 ESI Hospitals
in various states for developing
them as ESIC Model Hospitals.

Apart
from the Medical Benefit segment,
E.S.I. Scheme in West Bengal
is administered by the Regional
Office, ESI Corporation, Kolkata
with Addl. Commissioner and
Regional Director as its Administrative
head. The Regional Office functions
from “Panchdeep Bhawan”,
5/1, Grant Lane, Kolkata-700012.
Under Regional Office, there
are 43 Branch Offices located
in the implemented areas of
Kolkata, 24 Parganas (South),
Howrah, Hooghly, Burdwan, Midnapur
East (Haldia) and Siliguri.

| The
Senior State Medical Commissioner
(EZ) is entrusted with the review
of working of the Medical Benefit
Scheme, through the network of
ESI Hospitals, Dispensaries and
other medical institutions, under
the ESI Scheme. He also liaises
with the State Govt. and ESI Corporation
regarding administration of medical
Benefit scheme. The office of
the Sr. State Medical Commissioner

006 which takes care of the vigilance
activities under the overall control
of Director (Vig.), Hqrs. Office,
ESI Corporation, New Delhi. The
office extends its jurisdictions
to all the states in eastern region
and functions with the help of
teams comprising of specially
trained officers to ensure prevention
of fraudulent practices in the
functioning of different offices
of the Corporation and panel clinics,
particularly in sensitive areas. |

of the Recovery Officer is an
independent Office/Agency set
up in 1991-92 under E.S.I. Act,
1948, as amended for recovery
of Corporation’s Revenue/Dues
as per the provisions contained
in Section 45 C to 45 I of the
Act. It has jurisdiction in whole
of the West Bengal. The Office
is functioning from 5/1, Grant
